State Superintendent Issues Notice of Deficiencies
To Cuba Board of Education
(Santa Fe, NM)- State Superintendent of Public Instruction Michael
J. Davis today issued a notification
of deficiencies to the Cuba Independent Schools that he said
indicates the district's failure to demonstrate "sustainable
progress" in providing systematic and effective financial and
programmatic administration and improved student learning. Some
of the deficiencies date to November 1999.
"The local board has ultimate responsibility for improving
performance in all the schools within its district. On a continuing
basis, directives from the New Mexico State Department of Education
were not implemented and evidence was not provided regarding continuing
areas of noncompliance," he said.
State Superintendent Davis grouped the deficiencies into several
areas, including financial and budgetary issues, accreditation issues,
Educational Plans for Student Success (EPSS) issues, state standards
and local curriculum issues, teacher evaluation issues, Bilingual
Education issues, Indian Education issues, student nutrition issues
and transportation issues.
On September 20, 2002, the New Mexico State Board of Education
(SBE) approved State Superintendent Davis' recommendation to withdraw
his proposed suspension of the local board's authority over Cuba
High that had been commenced pursuant to the SBE's corrective action
regulation.
Under the process contained in the Public School Code, the Cuba
schools has until 5:00 p.m. on Monday, November 4, 2002, to comply
with State Superintendent Davis' requirements as outlined in the
letter or submit satisfactory plans to meet the requirements.
Based on the response to the deficiency letter, State Superintendent
Davis has several options and will notify the SBE of those options
at its November 20-22 meeting. Those options are located in New
Mexico Statute 22-2-14,
either Subsections B, C or D.
