SDE Names Counsel for New General Counsel Office

(Santa Fe, NM)- The New Mexico State Department of Education (SDE) announced today that Willie R. Brown of Santa Fe has been promoted to general counsel for the new SDE Office of General Counsel. Once fully staffed, he will administer a six-attorney, two non-attorney member office, responsible for providing a broad range of legal services to the SDE and New Mexico State Board of Education (SBE). Brown had served since 1998 as attorney in the SDE's Professional Licensure Unit.

"Mr. Brown has provided critical leadership and advice to the SDE and SBE since joining the staff four years ago, particularly in the areas of professional licensure, public school accountability, charter schools, high-stakes testing and human resources. His broad knowledge and work experience will be essential as we forge a unified office for legal services at the SDE," said State Superintendent of Public Instruction Michael J. Davis.

Before coming to the SDE, Brown was engaged in the general practice of law in Groton, Ayer and Harvard, Massachusetts. From 1987 to 1989, he was adjunct professor at the Commonwealth School of Law in Lowell, Massachusetts, teaching criminal law and procedure to first-year law students. As a commissioned officer, he also served as an Army lawyer with the U.S. Army Judge Advocate General's Corps in Charlottesville, Virginia.

Brown holds a Juris Doctorate from Boston College Law School in Newton Centre, Massachusetts, and a Bachelor of Arts degree from Rutgers College of Rutgers University in New Brunswick, New Jersey.

He is admitted to practice law in New Mexico and Massachusetts, as well as before the U.S. Supreme Court, U.S. District Court for the District of Massachusetts, U.S. Court of Appeals for the First Circuit, U.S. Court of Military Appeals and U.S. Army Court of Military Review.
