State Board of Education Schedules Hearing On Changes to Accountability Regulations, Licensure

(Santa Fe, NM)-The New Mexico State Board of Education (SBE) is seeking input on proposed changes to its accountability regulations (6.19.1 and 6.19.2 NMAC - Public School Accountability) and to its licensure rules (6.63.4, 6.63.6 and 6.64.12 NMAC - Educational Diagnosis, School Counselor and Licensure of School Administrators rules). A public hearing to take public input will be held on Wednesday, November 13, from 10:00 a.m. to noon, at the New Mexico State Department of Education (SDE), Mabry Hall, located at 300 Don Gaspar in Santa Fe.

The accountability changes would provide one full year for a school to demonstrate student progress through an approved local corrective action plan and allow schools rated as probationary and entering the first year of school improvement to appeal their probationary rating. The licensure changes would split the Licensure of School Administrators into two rules and two licenses, allowing for a school district administrator and a school site administrator.

"Amendments and rule changes to the licensure rules are related to the ongoing five-year project to revisit all licensure rules, especially as they may require competency revision in order to be consistent with national standards," said Dr. Melville Morgan, the SDE's assistant superintendent for accountability and information services. "Regarding the accountability changes, we want to ensure that corrective action schools are given adequate time to implement their corrective action plans and officially authorize the Educational Standards Commission to hear appeals on all data related to first year school improvement schools."

The SBE will consider the accountability and licensure changes at its meeting at the SDE in Santa Fe on November 20-22.
